Harbor Homes and Nashua Safe Stations

In response to the opioid drug crisis facing New Hampshire, a new task force on Substance Use Prevention, Treatment and Recovery was formed in January 2016 in Nashua, and began meeting to discuss how various organizations and agencies can work together to combat the opioid crisis. After 14 overdose deaths occurred in Nashua within a 2-month period (the highest number to date at that point in time), the task force proposed the creation of a safe station initiative that would serve those who are seeking treatment and recovery from drugs and substance misuse.

Harbor Homes has implemented a unique and successful strategy for helping individuals in need of substance use disorder treatment. Since late November 2016, at any time of the day or night, an individual in need of help can go to any Nashua fire station (“Safe Station”) and ask for assistance. The firemen and women provide a quick assessment to determine if emergency medical care may be needed. Then, texts, emails, and phone calls are initiated to on-call Harbor Home staff. Within 20 minutes, a Harbor Homes trained recovery support provider responds in person to transport the participant to one of three locations, where substance use disorder treatment, behavioral and primary health care, and emergency shelter will be provided.

Services Offered

Individuals accessing assistance through a Safe Station site can immediately receive services that are tailored to their needs, which include:

  • Crisis Care and emergency shelter
  • Access to ongoing primary, behavioral, and oral health care
  • Medical Detoxification – outpatient and inpatient
  • Outpatient Substance use disorders treatment that is integrated with mental health care
  • Residential Services, including high-intensity or low-intensity treatment plans
  • Homeless prevention/rapid re-rousing and substance abuse disorder treatment
  • Non-clinical recovery support services

In addition, Safe Station participants who take advantage of any of the above services also have streamlined access to:

  • Permanent supportive housing
  • Veteran-specific services, including housing and employment
  • Pharmacy services
  • In-home visiting nurse/personal care services
  • Specialized services and housing for individuals with HIV/AIDS
  • Education and training opportunities.

Harbor Homes works with multiple community partners to provide this integrated model of care, and the new Safe Stations provide an entry point to the network of community services. In addition to its existing Partnership for Successful Living affiliates and collaborative work, Harbor Homes is working closely with Keystone Hall. In addition, the Safe Stations initiative relies on partnerships with Nashua Mayor Jim Donchess, the City of Nashua’s Fire Department, and Ambulance Medical Rescue (AMR). St. Joseph’s Hospital and Southern NH Health System are additional collaborators in this effort.
